Senators Offer New Climate Bill Framework

CAPITOL HILL: Stalled climate legislation in the Senate got a jump-start today after three key senators introduced what they called a "legislative framework" for a new cap-and-trade bill that backers hope can get 60 votes. Senator John Kerry (D-Massachusetts), along with Republican Lindsey Graham of South Carolina and independent Joe Lieberman of Connecticut introduced the "framework" today at a press conference at the Capitol.

In a letter to Present Obama describing what elements around which they plan to wrap the eventual bill, the lawmakers said a 17 percent reduction in pollution levels below 2005 emissions "is achievable and reasonable."
